ting provider patch

patch to add the Ting provider to the mobile-broadband-provider-info xml file. this adds the MMS/Data apn.

Thanks for taking the time to report this, but this isn't the correct place to do so. The "mobile-broadband-provider-info" is maintained in GNOME bugzilla, as you already found out I think, looking at https://bugzilla.gnome.org/show_bug.cgi?id=791501

My apologies, the steps said modem manager and when I searched it again, I
thought gnome was the wrong place so I made it again. that's for confirming!
