I have low fps during pages scroll in browsers with kernel 4.14 or newer.

Laptop Dell Latitude E5570 (FY38RF2) with i5-6440HQ and Intel HD Graphics 530 (Skylake).

Platform: x86_64
Kernel: 4.14.8-1-ARCH
Linux distribution: Arch Linux
Machine: Dell Latitude E5570 (FY38RF2)

On bug that Spencer mentioned, they point to commit dc911f5bd8aacfcf8aabd5c26c88e04c837a938e as the culprit of the issue, could you confirm if this is also your case??

Elizabeth, yes, seems like a performance degradations. Glxgears with kernel < 4.14  - 60+ fps, with kernel > 4.14 - ~48 fps. 

In my case, this is mostly observably during pages scroll in browsers. Xorg or wayland - it doesn't matter.

But in Unigine tests kernels 4.13 and 4.14 have ~same results. Really strange bug.

Sorry, i don't know how to build kernel without this commit. If you have fixed kernel or some guide, than I can try to test.

Could you try patch suggested in https://bugs.freedesktop.org/show_bug.cgi?id=103497#c8, with latest stable or tip??
