everything is in place, but XCalibrateExtensionInit is never called in miinitext.c

Additionally to #9346, we need an XCALIBRATE definition in the include files and reordering of libraries.
For lack of better knowledge I added XCALIBRATE to include/kdrive-config.h.in, as we only use it with kdrive.
The library reordering is needed as with XCalibrate support libXext (in KDRIVE_PURE_LIBS) now needs symbols from tslib, which is in liblinux (in KDRIVE_OS_LIB).

Not going to fix this, xcalibrate is not the way forward.
