glxgears/mesa backtrace with -Og

Any program asserts when pp_jimenezmlaa is enabled. For example glxgears.

> gdb glxgears
> (gdb) set environment pp_jimenezmlaa 1
> (gdb) run

gallium/pp: use user constant buffers
This fixes a radeonsi crash.
