This shows up only when there is no sys/cdefs.h on a system at all, such as when building on a musl-libc host. sys/cdefs.h is not present at all on musl libc systems, so perhaps this should point at bsd/sys/cdefs.h instead. And looks like this is fixed in commit 11ec8f1e5dfa1c10e0c9fb94879b6f5b96ba52dd which I am now testing.

The fix has now been released as part of libbsd 0.9.0. Closing.
