I initially reported the issue on the ffmpeg bugtracker:

Since Intel works with VAAPI, it probably is an issue of Mesa's VAAPI driver for Radeons. Please see the linked bugtracker entry for more details.

Still the case with latest mesa-git 19.0.0_devel.105989.058f85d41c.
