With "Screen Energy Saving" selected in KDE, my screen does not return to active state when I use the keyboard or mouse. Instead, the screen remains blank indefinitely, until system restart or Xorg is killed. This has occurred in Gnome as well as KDE Plasma 5.13. Each time this occurs, dmesg shows a trace similar to the one attached. The system only seems to lock when screen is blanked by power management and I am able to eventually recover by SSHing in and killing Xorg/SDDM. I have not experienced any issues with "Screen Energy Saving" disabled.

Steps to reproduce:

1. Enable "Screen Energy Saving" in KDE (or it's Gnome equivalent).
2. Wait time specified and system will not return from screen sleep state.

I have experienced the same symptom with plain X11 and xlock disabling the screen. And this wasn't a new bug - have seen this behaviour at least a year ago already. Given that I could work-around this by configuring X11 to not disable the screen, I did not bother to create a seperate bug report on this (especially given the much more grave system-crash-inducing instabilities that plague this driver :-( )

Same issue on 4.18.0-rc3, also on a Vega 64. My machine also locks up whenever I manually turn off my monitor with its physical button.
