What I assume would help (like I said in the wine bug report), if it was tested with other drivers. Sadly apitrace doesn't reproduce the problem, so it's a lot more effort - and I don't have other drivers/hardware to test with. You have an extremely odd setup, cutting edge Kernel with obsolete Mesa versions (almost 2 years old). Please retest with Mesa git or at the very least Mesa 18.3. Sorry, that's was a C&P bug.
