This shouldn't be a bug - this is the expected output for devices that don't have any DSC capable output connected

It is a bug for the CI Infra which should have more of these panels for testing (no feature should be left untested).

This bug is blocked by https://gitlab.freedesktop.org/gfx-ci/i915-infra/issues/25.

Lowering the priority to medium, because we are expecting to take a couple of month to make this farm.
