Why is this an upstream problem and not an Ubuntu problem? It says
  You might want to run 'apt --fix-broken install' to correct these.
Did you do that?

I am not familiar with the stack.  What do you mean upstream?  It is
installation problem that during installation it corrupted the whole Ubuntu
os to the point that I can no longer install any other software, and found
no way to reverse the damage.  Seems to me to be a two party problem.
Amdgpu on Ubuntu!
