I updated to Xorg 7.2 on my FreeBSD/pc98. In Xorg 7.2, the keymaps or keyrules for the keyboard of NEC PC-98x1 are changed to use nec_vndr/jp. But in xkeyboard-config-0.9/rules/xfree98 it is still using nec/jp. Because of this, CTRL, SHIFT, any arrow keys and so on are not usable on pc98. I don't think it is FreeBSD specific.

I sent a PR to FreeBSD with a small patch. Please check
