Don't know the full details, but here's a patch from the Red Hat
package:

* Mon Feb 10 2003 Nalin Dahyabhai <nalin@redhat.com>
- suppress /usr/lib64 (instead of /usr/lib) from LIBS by default on multilib
  arches where the default is to use lib64

Seems like this bug has been fixed in CVS but not tagged.  The fix is in a
released version, so closing the bug.
