"pdf annotator is a windows based software that lets tablet PC users to redline
pdf documents with stylus. I have many redlined documents but evince renders an
opaque white layer in front of original text around redlined areas. It is very
annoying and I wonder if it can be fixed. Kind regards, Koray.

It looks like a problem with transparencies. I can confirm it's only reproducible with the cairo backend.

The link doesn't work anymore. It looks like the same problem than bug #12979 anyway.
