When you edit a PDF with form fields, you cannot save the form with Evince.  According to what I read, this is a limitation with Poppler.  Is there planned support for PDF form editing and saving soon?

Also, if it would involve major architectural changes in the library would the short term usage of pdftk be acceptable to write the fields out?

There are plans to add saving to poppler soon.

As in, as soon as it is ready.
