Updating from RH9 to FC2. Complete wipe of HD before installing. No sound with
FC2. I went to use 'sndconfig' and it wasn't there either. Using a Gateway Solo
2500, 233 MHz, 128 MB, 6 GB HD, P1, 800x600 screen. Sound had worked fine with
RH9 using Sound Blaster preferences. (I'm a newbie with UNIX type systems.)

HAL doesn't deal with sound. I suggest you file a bug on
https://bugzilla.redhat.com under the appropriate component which may be using
system-config-soundcard. Alternatively going into the mixer preferences in GNOME
or KDE and turning up the volume on the appropriate sliders might help - I'm
told this is an issue with FC2.
