As far as I know, Gabble does not implement the following API:

"""telepathy-spec HEAD can distinguish between "Initiating" and "either Connecting or Ringing", in your terminology - if you request streams to a contact who has not already been added to the group with AddMembers, they will only appear in remote-pending state when the transition between "Initiating" and "Connecting" occurs."""

Fixed in <http://monkey.collabora.co.uk/gabble-smcv-14602/>, although a hackish workaround for Bug #15769 is needed to make it pass regression tests
