A user reported this bug to the Debian BTS:

> No idea why / how hald triggers the tv card,
> but after "hald" is started during booting the radio starts playing. 
> Disableing this service and it does not happen, starting hal manually via its 
> initscript and the radio starts playing immediately.

Another user also reported the problem:

> The same happens here. Starting HAL daemon, the radio starts playing.
