Forgive my ignorance, but is this true for both traditional and reformed orthography? In reformed orthography, և character is no more a ligature, but is a completely distinct letter like the other letters of armenian alphabet. Furthermore, և character is accessible from keyboard for thus who want to use reformed orthography. The problem I noticed is, if automatic և ligature is enabled, it is not possible to write ե + ւ (displaying two distinct letters). I hope I answered your question.
