This is already implemented in Pango [1][2] so I wonder why it's not in HarfBuzz yet? Are Pango and HarfBuzz synchronized in any way?

I mostly need this to be in Qt.. but as I understand Qt uses HarfBuzz?

I'm closing down the bugs against the old code base.  The new code base applies the 'locl' feature by default.
