xorg.conf is expected to be clean. If the person has in /etc/default/console-setup (Ubuntu)

XKBLAYOUT="fr"
XKBVARIANT="oss"

Instead of 1 group, xorg creates configuration with 4 groups! Running setxkbmap afterwards fixed the issue completely.

I don’t think this bug is the same as #14373, and the discussions in the GNOME report tend to confirm this. The issue is still present in the X server version 1.6.0, which has the patch for #14373.

Currently, with XkbLayout=fr and XkbVariant=oss, I still get 4 XKB groups, 3 of which are meaningless.
