I want to have click-to-raise off, and be able to move, resize, raise, and lower windows by mouse clicks/drags on a three-button mouse.

Right now, that's best done as follows:
- Alt+mouse1: move and raise
- Alt+mouse2: lower
- Alt+mouse3: resize

But it makes windows wobble a wee bit when you Alt-click1 a window.  It'd be nicer to raise windows without the wobble.  The simplest way I can think of to do this is to have a raise-or-lower action; many people are probably used to having that from other window managers (=~/box$/, in particular).
