Quanta / W251U quirk

PipeA quirk for a 945GM from Quanta.

[Original Report]
As per bug #138256, system freezes after standby resume with Gigabyte W251U.

Adding ForceEnablePipeA in xorg.conf like described beneath fixes the problem.
