The effort to relicense the icon theme under CC-BY-SA 3.0 ended up in relicensing all the work by Novell under Public Domain [1]. Some other authors also agreed to relicense their contributions that way. Unfortunately this is not everybody. While I want to focus on the tango-icon-library [2], Andreas Nilsson planned to release a tarball of all the relicensed content, but it hasn't happened yet.
