The XMPP RFC says servers should not deliver messages to resources whose priority is negative. Perhaps we should suppress the Text channel ContactCapability for such resources? (On the other hand, you can always send them an offline message...)

Additionally, when the priority is non-negative, we should advertise Text in ContactCapabilities if we don't already.
