I believe I have this issue too. I'm on Ubuntu 10.04 64bit Compiz 0.8.4 with nvidia 8800GT using the proprietary drivers (195.36.24) When I try to drag maximized windows onto a different head/workspace, they seem to get stuck in maximized mode, and they "spasm" as described above, and this makes it very difficult to move them.
