Older or very basic connection managers might not have the Contacts interface.

In this case, it's acceptable for Aliasing, Avatars and SimplePresence to be unavailable, but it's unacceptable for the basic creation of a Contact object (holding and inspecting the handle, or requesting a handle for the ID) to fail. We should implement a fallback path.
