It would be useful to supplement the release notes (most recent NEWS entry) with a link to the full ChangeLog (hosted somewhere within cairographics.org). Perhaps deltas between releases + full?

I've updated the RELEASING document to include this step and will start doing it next release.

        Produce a complete ChangeLog with all changes, and a
        ChangeLog.X.Y with just the delta since the last release.
	Upload both these to the website, and include a link to them in
        the NEWS announce.
