Idle seems to rate-limit to at most one message per second. I think this is overly restrictive; while a one message per second average sounds about right, most other clients seem to allow you to send short bursts. I haven't looked at the RFCs or the implementations in other clients, though.

A side-effect of this is that it makes the test suite outrageously slow.

This branch adds a hack to speed the test suite up, but doesn't change the normal behaviour.
