Apologies, I just read the RepoPolicy. This is what I had been looking for in the last few days. Makes sense now, it's very similar to eclipse.org. I came across the Account Request page first. 

It would be premature to have commit privilege right now. I'd be happy to use one of the alternatives. I have no fixed plan, I was following the "janitor" suggestion and see where it leads.
