Currently I haven't found a method to start webcam session with contacts who do not have one.
It seems that only 2 way is supported, and only 2 way with microphone.

One way webcam is fucked. There should be some butterfly/empathy work to make sure it works in all 4 cases.

1. Start a send-only webcam
2. Start a recv-only webcam
3. Receive a send-only invitation (right now, it works, but the user is not aware that he will only send and not receive)
4. Receive a recv-only invitation.. (its not upgradeable)

I guess in that case, there should probably be a channel with 2 one-direction video streams. And Empathy should be made wiser about it.
