+++ This bug was initially created as a clone of Bug #24061 +++

Tp::Account has FeatureProtocolInfo, which retrieves a ProtocolInfo object from a hidden Tp::ConnectionManager. TpAccount should grow similar functionality, so account management UIs can use it.

It should retrieve a TpProtocol with TP_PROTOCOL_FEATURE_PARAMETERS prepared, and also TP_PROTOCOL_FEATURE_CORE if the CM provides it.
