This patch adds AC_PREREQ to configure.in.  This allows (among other things)
Debian's configure-detection script to know to use autoconf 2.5x instead of
2.13.  Without this, ./autogen.sh will fail on debian.

Move bugs against "cvs" version to "0.9.3" so we can remove the "cvs" version.
