When you install a policy file, after polkitd has been started, the new policy will not be picked up automatically. See the referenced Debian bug for DK-power.

while a package like DK-power, which installs a policy file, could run something like "pkill %libexedir/polkitd" in its postinst, I would prefer if polkitd could pick up such changes to its configuration automatically by using inotify monitors

Huh, weird. This works fine on Fedora (through GFileMonitor). Any idea what might be different on Debian? Does GFileMonitor work? (try gvfs-monitor)

I remember some conversation on IRC where Michael couldn't reproduce this bug. It's probably due to misconfiguration of the system where the original bug report is from. Closing for now.

Yeah, it works fine for me and the original bug reporter didn't provide any additional info. So closing this one is fine with me.
