Notifications should be managed by telepathy, not empathy (or whatever client) itself.  Perhaps the ability to track if a user has been notified of an event so the client can make a decision to notify or not, preventing duplication of notifications.

Currently, if empathy isn't running but telepathy-indicator is, telepathy-indicator adds an indicator for the new message but there is no notification until empathy starts.  I would like a way to display the notification of an incoming message, add the indicator, and have empathy determine a notification has already been sent and not notify.
