Currently the Tp::ContactManager::presencePublicationRequested() signal gives you a bunch of contacts, but doesn't give you the details (such as the message).

The attached branch compiles, but has not been tested at all.

Fix merged to git master. Will be in 0.3.10. I also did the same thing for the groupMembersChanged and allKnownContactsChanged signals in ContactManager.
