Support the power saving draft API in mc.

This branch uses the Gabble slacker object, and integrates it with McdConnection. Instead of having a singleton slacker, I decided to have one instance per CM, since it is the least intrusive.

REOPENED for the undrafted version. In particular, we shouldn't ship support for draft API in a stable branch of MC.
