Just like sending, receiving takes resources. These resources can be quite limited on embedded. So we may be unable to acquire them. This should be communicated to the CM.

We should always receive unless we locally place the call on hold... So lets merge this with the hold bug.. If we fail to start receiving at the beginning of the call (or of the content), we should just fail the Content directly.
