While on a train earlier today, I tried running the Salut tests with no network
connectivity (except for loopback and the bridge used by virt-manager). It
turns out that doesn't work very well, due to breaking ordering guarantees.

Tests that use Clique will need to be able to join a multicast group, so they
require some multicast-capable device to be up, and won't work while unconnected regardless:

* avahi/test-request-muc.py
* avahi/tubes/test-request-muc-tubes.py 
* avahi/tubes/test-two-muc-stream-tubes.py
* avahi/tubes/two-muc-dbus-tubes.py
* avahi/test-olpc-activity-announcements.py

With this branch, the rest of the tests seem to pass.

Looks like Simon forgot to merge this back in 'day. I will update this and merge it once my meta porter stuff lands.

(in other words, please don't merge it now and give me more work plz)
