I think we need to have a wocky_xmpp_writer_write_node() function for the cases where single nodes need to be serialized, and the <?xml ...?> is not desired.

It turns out this isn't really necessary. The presence of the <?xml..?> PI isn't really the end of the world when serializing just part of an XML tree.
