Found easier way to reproduce:

1. Open a new spreadsheet.
2. Right-click on A1 cell, select 'Format cells...'
3. On 'borders' tab create borders (1pt, outline)
4. On 'alignment' tab set text rotation to 1 degree
5. Press ok.

Mostly fixed in 3.5.0beta2, diagonal lines are slightly misplaced.

It is mostly fixed with LO 4.3.5.2, but diagonal lines looks not so good, see
