Currently, LibreOffice still uses the cliparts in the Gallery which were first introduced with StarOffice 5.2 in 1999. They are outdated and ugly and not many. 

Beautiful cliparts can be found in extensions.services.openoffice.org, http://openclipart.org and www.clker.com Clker. 

An internal link to online clipart resources could also be a nice addition.

Remark: It is important that the license of the cliparts is compatible with the LibreOffice license.

There is another bug that deals with improvements to the Gallery: Bug 30744
Contrary to that bug entry, I think that the Gallery should not be deprecated, but updated with more beautiful cliparts. Particularly for standard users, the in-built cliparts are the first and primary source for graphics in documents.

The idea to have additionally (!) a connection to openclipart.org to browse & download artwork is a great idea. However, there must be a solid stock of cliparts that are in-built and therefore can be used by users that are working offline.

LibreOffice 3.5.1 in the Ubuntu PPA contains a great set of beautiful gallery items. Is this also the case on Windows? If so, then this bug can IMHO be closed.

Maybe you refer to this gallery: http://packages.ubuntu.com/precise/openclipart-libreoffice

this is a png collection of gallery elements, that is not so good as a vector based gallery.

@Kami: I think you are right. This is the package I refer to. They are png-files.
Vector graphics would be preferrable, indeed.
