This is something old I noticed.

Chipset: Intel 945GME
Driver: latest git sna-enabled but going back quite a few versions as well
Problem:
glxgears runs at ~35fps
if you run intel_gpu_top, it runs at almost perfect 60 in sync with the display

I've noticed this behavior for a long time with quite a few driver versions. Btw, I dig the new SNA!

I think I might just daemonize the gpu_top to make compositing window managers work correctly.
