For example, it should be able to identify <URL: rfc:3778 > as the defining document for media type "application/pdf".  That way, when the operator does not have a handler installed and she is unable to find one, she can have a handler created from the specification.

Registered media types can be found at IANA.org but I am not sure they provide a query API.  The definition for unregistered (extension) media types should be provided by the person who adds the type (not all media types used by the operating system can be registered because it would not make any sense to transmit some over a network).

Unless a patch (to both the spec and the database) is forthcoming, this isn't going to happen.
