Add ctrl_ralt option

I made a patch that adds an option to make another ctrl key out of the right alt key (or AltGr).

It works for me, but I actually know nothing about how xkb works, so please tell me if I should improve something.

I think this option is important because some people use ctrl all the time and this lets them do this via their thumb, the strongest finger. This really helped me with my "emacs pinky".

There was a little problem with xml in your patch - but I fixed it. Thanks, committed.

After your patch, I am going reorganize the ctrl option names a bit, since there is some inconsistency...

Yes, it was quite confusing before. Looks much better now.
