No matter where they are in the distribution.  I dunno
if there is a script which does this, or whether this requires
manual updates and commits.

Build.sgml still needs edit.

I've got a script which does this work called 'updateformatted'.  I made sure
last night that the formatted docs in CVS match the sgml files.

This bug does not include updating the BUILD instructions and regenerating that
from .sgml, that is bug 388.
