Description:Use avcenc to encode the yuv file to a h.264 file, the quality is bad. The PSNR is less than 30 for QP=28.

Reproduce step:
avcenc 1920 1080 park_joy_1080p.yuv /tmp/1.264 qp=28
use jm to get the PSNR

Not fixed yet. Chang is implementing IVB P/B frames  support.
