Xorg keyboard configuration file
Up I'm having the same problem. Despite having a "InputClass" Section with an "es" "XkbLayout" Option in /etc/X11/xorg.conf.d/00-keyboard.conf (generated by systemd-localed), this seems to not affect the bluetooth keyboard.
