While trying to  test 7.11.rc2. no matter what I pass to configure it keeps looking for llvm-config.

Tried --enable-gallium-llvm=no and --disable-gallium-llvm

BTW llvm is really disabled. Even if it looks for llvm-config, it doesn't actually use it for anything.
