I also suffer from that problem submitting new bugs or adding comments with "Mozilla/5.0 (Windows NT 6.1; WOW64; rv:7.0.1) Gecko/20110928 Firefox/7.0.1 SeaMonkey/2.4.1". Other users confirm the problem.

My experience is that submission was successful. Sometimes Bugzilla prevents from a second submission (Message similar to "Form as already been used to file Bug xxxxx", but it seems sometimes the reporter can submit a second time and we get pairs like Bug 42091 / Bug 42092
