While trying to bisect this I found out, that this is not a regression at all, but something I can reproduce with all versions of Mesa I still have binaries for. The condition to trigger this bug is to enable (or not disable) KWin's compositing system. Now I'm a bit at a loss, because I'm not sure whether Mesa, KDE/KWin or Piglit is at fault here.
